Fiscal 2017 Agency SWCAP by Method of Finance Now Available

The Fiscal 2017 Agency Statewide Cost Allocation Plan by Method of Finance is now available.

The first quarter general revenue reimbursements for statewide allocated costs are due March 31. Agencies may choose to make full payment at that time as well.

Form for Semiannual Verification of Users’ Security Access Levels Due May 1

Security coordinators are required to certify that their records are up to date through a semiannual security verification process that is concurrent for all Fiscal Management applications.

On April 3, Fiscal Management will mail each agency and institution of higher education a printout of those with access to each system. An online attestation form PDF must be completed and returned by Monday, May 1, for agency or institution security requests to continue to be accepted.

Security coordinators must follow the instructions as provided in the Semiannual Verification of Users’ Security Access Levels (FPP K.009) (login required). If you have questions, email sfs.security@cpa.texas.gov.

UPDATE: PeopleTools 8.55 Upgrade On Track & Additional Info

UPDATE 3/17/17: Please review the details below for some additional information about environment downtimes and agency User Acceptance Testing after the upgrade.

The CAPPS Support Team is on track to begin the upgrade to CAPPS PeopleTools 8.55.11 today, Friday, March 17 at 5 p.m.

Environment Downtime

The CAPPS Production and Non-Production environments will be unavailable in preparation for and execution of the deployment beginning Friday, March 17 at 5 p.m. through Monday, March 20 at 8 a.m. The following environments will be unavailable during this time:

  • HCMPRD1 – CAPPS HR/Payroll Production
  • FINPRD1 – CAPPS Financials Production
  • HCMRPT1 – CAPPS HR/Payroll Reporting
  • FINRPT1 – CAPPS Financials Reporting
  • PIHPRD1 – CAPPS Portal Production
  • HCMMNT1 – CAPPS HR/Payroll Maintenance
  • FINMNT1 – CAPPS Financials Maintenance
  • PIHMNT1 – CAPPS Portal Maintenance
  • HCMSBX1 – CAPPS HR/Payroll Sandbox
  • FINSBX1 – CAPPS Financials Sandbox
  • PIHSBX1 – CAPPS Portal Sandbox
  • HCMUAT1 – CAPPS HR/Payroll User Acceptance Test

CAPPS Recruit and Learn Agencies

CAPPS Recruit and CAPPS Learn modules will remain available during the upgrade; however, beginning at 5 p.m. on March 17, users will not be able to access CAPPS Recruit and/or Learn through the CAPPS Portal. Please note the Job Opportunities link on the Portal Sign-In page will also be unavailable through Portal.

Agencies may choose to provide users with a direct link to these modules via their own internal/external website or email. Upon completion of the upgrade, these modules will be available through the Portal on Monday, March 20 at 8 a.m.

Business Objects

Business Objects will be available; however, CAPPS reports will be unavailable during the upgrade weekend.

Agency User Acceptance Test Information

Sandbox (SBX1): After the PeopleTools upgrade, the CAPPS Sandbox environments (PIHSBX1, FINSBX1 and HCMSBX1) will continue to serve as the User Acceptance Test environments for Production changes. These environments will be upgraded and available to agencies starting Wednesday, March 22.

Upon availability, the data in these environments will be refreshed from Production as of Monday, March 20.

User Acceptance Test (UAT1): The CAPPS User Acceptance Test environments (PIHUAT1, FINUAT1 and HCMUAT1) will soon be turned over to the Deployment teams to begin preparing them for agency testing of the new Deployment and Image code. To avoid requiring your testers to change Testing environments multiple times in a short period of time, we will continue to leverage Sandbox (PIHSBX1, FINSBX1 and HCMSBX1) for UAT activities for Production issues.

Reporting Test (RPT2): After the PeopleTools upgrade the CAPPS Reporting Test environments (FINRPT2 and HCMRPT2) will no longer be available as they will be leveraged for deployment testing. The links visible in the UAT environments will be removed.


Production & Maintenance Unavailable 3/17–3/20 for PeopleTools Go-Live

The CAPPS Support Team is pleased to announce the CAPPS PeopleTools 8.55.11 upgrade will go live at 8 a.m. on Monday, March 20, 2017.

Reminder – Deadline Approaching for Fourth Quarter Veteran Workforce Summary Reports

The online quarterly Veteran Workforce Summary Report acknowledgment form (with required complaint reporting included) must be submitted by March 23.

Reminder – Statewide Cost Allocation Worksheet Forms Due

The Fiscal 2016 Statewide Cost Allocation Plan Summary of Fixed Costs provided by the Governor’s Office is now available. Agencies listed on this summary must submit the Statewide Cost Allocation Worksheet by March 15 and the General Revenue Reimbursement of Statewide Allocated Costs form by March 31. Listed agencies with federal funds must also submit the Federal Funds Reimbursement Calculation form by March 31.

CAPPS Prod & Non-Prod Maintenance 3/9 & 3/12

The CAPPS Financials and HR/Payroll Production and Non-Production environments will undergo scheduled maintenance this week and this weekend.

Production Maintenance

The CAPPS Production environments will undergo scheduled maintenance to service passwords for administrative accounts on Sunday, March 12 from 4 a.m. until 12 p.m. (noon).

The following environments will be unavailable during this time:

  • FINPRD1 –Financials Production
  • HCMPRD1 – HR/Payroll Production
  • FINRPT1 – CAPPS Financials Reporting
  • HCMRPT1 – CAPPS HR/Payroll Reporting
  • PIHPRD1 – CAPPS Portal Production
Non-Production Maintenance

The CAPPS Non-Production environments will undergo scheduled maintenance to service passwords for administrative accounts on Thursday, March 9 from 6 p.m. until 11 p.m. The following environments will be intermittently available during this time:

  • FINUAT1 – CAPPS Financials User Acceptance Test
  • HCMUAT1 – CAPPS HR/Payroll User Acceptance Test
  • PIHUAT1 – CAPPS Portal User Acceptance Test
  • FINMNT1 – CAPPS Financials Maintenance

Fiscal 2016 CAFR Now Available

The State of Texas Comprehensive Annual Financial Report (CAFR) is published to provide a thorough picture of the state’s financial condition. The report is compiled from information in the statewide financial systems and individual agency annual financial reports.

The CAFR includes financial statements for the primary government and the component units of the state, management’s discussion and analysis, and a statistical data section.

The Report to the Citizens of Texas is our citizen-centric report highlighting state of Texas financial information in a concise, easily understood format. The report has been awarded the Certificate of Excellence in Citizen-Centric Reporting from the Association of Government Accountants for each fiscal year since 2008.
