Fiscal Management’s website will have a new look in 2020. FMX will remain your resource for fiscal policies, procedures and forms, and bookmarks will still navigate to your favorite pages. The rollout is planned for January.

Reminder — Warrant Distribution in December

The Comptroller’s office will be closed on Friday, Dec. 27; however, Payment Services will distribute warrants from 8-10 a.m. There will be no warrant distribution on Dec. 24-26.

Reminder — Direct Deposit Settlement Dates

To determine the direct deposit settlement date of a payment, you must exclude federal holidays when financial institutions are closed. See the System Outages and Holidays calendar for federal holidays with no scheduled USAS cycles.

Because financial institutions are closed, no direct deposit activity occurs on those days. Agencies must exclude these dates when determining payment processing time to ensure prompt payment and avoid late payment interest.

USAS/TINS File Submission

Reminder – First Quarter Veteran Workforce Summary Reports Due

The online quarterly Veteran Workforce Summary Report acknowledgment form (with required complaint reporting included) must be submitted by Dec. 30.

First Quarter Payables and Binding Encumbrances Due

State agencies and institutions of higher education must report payables and binding encumbrances for first quarter fiscal 2020 appropriations by Dec. 30 to the Texas Comptroller of Public Accounts.

Quarterly certification must be entered in the online form.

ReminderUSPS Unavailable Dec. 14 for CYE File Split

USPS will be unavailable all day Saturday, Dec. 14, while we conduct the calendar year-end (CYE) file split.

All USPS payrolls finalized after the 2019/2020 file split must have a warrant date in calendar year 2020 and will be reflected in the 2020 files.
