20 Appropriation Profile

Purpose of the 20 Appropriation Profile

The 20 Appropriation Profile identifies budgeted items from the General Appropriations Act and other legislation.

An appropriation number is assigned for the following areas:

Areas Assigned
Appropriation Numbers
Numbering Sequence
Each strategy 10000–19999
Each rider which allows agencies to collect excess revenue and increase appropriations 20000–29999
Each special legislation which appropriates additional funds 30000–39999
Construction (five-year appropriation) 40000–49999
Capital equipment (capital outlay) 50000–59999
Other activities outside of the normal strategic budget structure for the state (bond investments, capital stocks, certificates of deposit, etc.) 90000–99999

Riders are in five main categories:

  • Riders affecting appropriations;
  • Riders allowing agencies to collect excess revenue and increase budget;
  • Riders that do not affect the appropriation;
  • Riders allowing special authority to unexpended balances;
  • Riders that restrict appropriations.

The 20 Profile is established centrally for each agency, but agencies define the Agency Budget Indicators. Agency Budget Indicators are entered or changed centrally based on the agency’s request. Agy Bdg Inds–CTL Type; Agy Bdg Inds–Obj LVL; Allot Select; and Allot CTL.

Include or exclude. Allows limiting of Appropriated Funds, Comptroller Revenue Objects, and Comptroller Expenditure Objects which can be updated by transactions for a specific appropriation.
Appn Inds
Determine the type of control exercised over Remaining Free Budget (RFB) and cash available on a Cash, Accrual, or Encumbered basis. Typically, Cash Control will be set to generate fatal errors; Accruals will generate warning messages; and Encumbrances will receive no error messages.
Appn Level: Organization
Determines level of organization the appropriation controls. This indicator will normally be set to 0–No Organization.
Prog
Determines level of program the appropriation controls. This indicator will normally be set to 0--No Program Posting.
Agy Bdg Ind: Ctl Type
Determines type of control (fatal, warning, or ignore) placed on Agency Budgets.
Agy Bdg Ind: Obj Lvl
Determines the object level stored on the Agency Budget Table.

Note: Setting the Obj Lvl indicator to store data at the object group will not allow agency budget reports to be generated at Comp Object level.

Not currently used.
Agy Bdg Ind: Allot Ctl
Not currently used.

Prior Year Appropriations

Prior Year Appropriations will be entered at the ‘0000’ budget level.
