Meal and lodging exceptions
Exceptions for certain governmental meetings or conferences outside Texas

The governor may designate one or more state employees to represent the state at a governmental meeting or conference held outside Texas. Texas Government Code Section 660.205(a) The designated employees shall be reimbursed for the actual meal and lodging expenses incurred while attending the meeting or conference. If the expenses are incurred within the contiguous United States, the reimbursement is limited to twice the amount that could be reimbursed for regular state employee travel. The reimbursement may be paid out of the appropriations for the employing state agencies. Texas Government Code Section 660.205(b)

Contiguous United States
The District of Columbia plus the 48 mainland U.S. states. Alaska and Hawaii are the only states not included.
State Employee
An individual employed by a state agency, including a key official. Texas Government Code Section 660.002(20) The term includes prospective state employees and aircraft pilots.
