Lesson 5: Notes to the SEFA Web Application

Note 8 – Disaster Grants - Public Assistance (ALN 97.036)

All agencies must complete Note 8 either by entering the required information for Disaster Grants – Public Assistance (Presidentially Declared Disasters) (ALN 97.036) expenditures or by selecting the Not applicable field.

Note 8 discloses timing events related to ALN 97.036. Each agency must disclose any ALN 97.036 expenditures that were incurred in a prior fiscal year but not approved by the Federal Emergency Management Agency (FEMA) until the current fiscal year.

Example:
If an Sample Agency XXX spent $50,000 in eligible expenditures for wildfire recovery efforts in fiscal 20PY from the 20PPY Texas Park Road Fire (FM-5264-TX) presidentially declared disaster, but FEMA did not approve the agency’s worksheet until fiscal 20CY, the agency must include the following information in its SEFA Note 8:

Each agency must record expenditures for ALN 97.036 in the SEFA web application records only when it satisfies both of these criteria:

  • FEMA has approved the agency’s FEMA project worksheet.
  • The agency has incurred the eligible expenditures.

All ALN 97.036 expenditures reported in the SEFA must meet both criteria stated above.

Note: In the above example Sample Agency XXX also records the $50,000 in its fiscal 20CY SEFA. The agency would not have recorded the $50,000 expenditures in its fiscal 20PPY or fiscal 20PY SEFA because FEMA did not approve the expenditures until fiscal 20CY.

If your agency did not report any ALN 97.036 expenditures during the fiscal year, select Not applicable. Click Save once the note is updated.
