Appendix II: Federal Financial Reporting – External Resources

The following list are links to federal resources that agencies may be required to use or may find helpful for federal financial reporting requirements other than SEFA.

Cash Management Improvement Act (CMIA) Treasury-State Agreements
Downloadable copies of Treasury-State Agreements by state and fiscal year. Treasury-State Agreements include cash management policies and agreements between the state and federal government.
Code of Federal Regulations (CFR) – Annual Editions
Archived versions of the CFR cataloged by federal fiscal year.
Dun & Bradstreet (Federal)
Website to request a DUNS number for registration to do business with the federal government through April 3, 2022.
Electronic Code of Federal Regulations (e-CFR)
The most recently updated electronic version of the CFR with browse and search features. Title 2, Grants and Agreements, includes the Office of Management and Budget (OMB) cost principles (parts 200 – 299) and individual federal agency regulations (parts 300-5999). Title 31, Money and Finance: Treasury, includes the rules and procedures for transferring federal funds to states (part 205).
Federal Audit Clearinghouse (FAC)
Reporting, storage and retrieval site for Single Audits.
Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS)
Location for recording federal awards subject to FFATA reporting requirements.
Federal Registrar
The daily journal of the U.S. Government. Resource for federal notices, documents and postings. New Compliance Supplements, Treasury notices, updates to federal program requirements, changes to the CFR and announcements are some of the items posted here.
Fiscal Data
Source for consolidated federal financial data from The Department of the Treasury and the Bureau of the Fiscal Service.
Grants.gov
Federal grant application and registration website. Required for some federal awards.
GrantSolutions
Grant and program management Federal shared service provider. Required for some federal awards.
Office of Federal Financial Management
Includes federal financial resources and document links.
System for Award Management (SAM)
Official federal website for assistance listings. Awards listed in the SEFA web application are verified against SAM data.

The SAM website is also where agencies update, renew and validate registrations to do business with the federal government. Agencies and universities that receive federal funds must maintain active registration in the SAM.
USAspending
The official source for spending data for the U.S. Government. Some of the available data is directly related to FFATA reporting.
