TINS Bankruptcy File (BKRUPD)
The BKRUPD screen contains information about a TINS hold debtor who has filed for bankruptcy.
BKRUPD can be used either for:
- Inquiry to recall a bankruptcy record
–OR–
- Online entry to:
BKRUPD calculates the check digit for a TIN in both Line 1 Entry and in the BANKRUPTCY TIN
field.
When the hold record is set up under an SSN or ITIN, the assigned 7 TIN is required to add, change or delete a bankruptcy record. Only the R (Recall) action allows for entry of either the 2 TIN or 7 TIN. See Payee Number Matrix.
Access
Access BKRUPD through the TINS Update Menu (PYMENU) screen or Line 1 Entry.
Steps:

Enter Option N on the PYMENU screen and press Enter
–OR–
Enter BKRUPD on Line 1, press Enter and enter the 10- or 11-digit TIN in the
BANKRUPTCY TIN
field.–OR–
Enter BKRUPD.(10- or 11-digit TIN)
If the TIN is… Then enter… Notes EIN-based, - 1 + nine-digit EIN or
- 1 + nine-digit EIN + check digit
TINS calculates the check digit when a 10-digit TIN is entered. Comptroller-assigned, 11-digit TIN that begins with 3 A 7 TIN for payees who provide an SSN or ITIN, - 11-digit TIN that begins with 7
OR - 2 + nine-digit SSN or ITIN or
- 2 + nine-digit SSN or ITIN + check digit
Note: When entering a 2-based TIN that is on file, the inquiry results display the assigned 11-digit 7 TIN.
Note: If an invalid 11-digit TIN is entered, TINS displays the message Check Digit is Incorrect for TIN/Hold Number.
- The field defaults to R (Recall). Press Enter.
- Use the Direction Message Keys to navigate through the screen.

Screen Field Descriptions
ACTION
Displays the default value R (Recall).
BANKRUPTCY TIN
Displays the 11-digit TIN.
INPUT SOURCE
Displays the three-digit agency number of the agency that entered the bankruptcy record in TINS.
CASE NUMBER
Displays the bankruptcy case number.
CHAPTER NUMBER
Displays the type of bankruptcy that has been filed, which can be 7, 11, 12 or 13 based on the Federal Bankruptcy Code.
Note: If the TIN has multiple bankruptcy records on file, use:
- PF8=FRWD to navigate forward through the multiple records
- PF7=BACK to navigate back through the records
BANKRUPTY NAME
Displays up to 50 characters of the individual or entity name on the bankruptcy record.
DATE FILED
Displays the date the bankruptcy was filed in federal court in MM/DD/YYYY format.
FEDERAL COURT
Displays the federal court where the bankruptcy was filed.
DIRECTION MESSAGE KEYS
Displays page direction and program function keys. See Direction Message Keys for descriptions.
Add a Bankruptcy Record
Steps (Add BKRUPD):
- An R=RECALL action is first required with an 11-digit TIN. Follow the Access instructions to recall a BKRUPD record. The
BANKRUPTCY TIN

- Review the TINS message displayed at the bottom of the screen:
- Bankruptcy Record Not Found: Go to Step 3
- Record Successfully Recalled: Check the
CHAPTER NO
field- If the number is different from the record to be added, go to Step 3.
- If the number is the same, no further action is required.
- ACTION: Change the default R (Recall) in this field to A (Add) and press Enter.
Note: The
INPUT SOURCE
field will auto-fill with the user’s agency number and is a protected field. - Review the TINS message displayed at the bottom of the screen:
- TIN Does Not Reflect a Hold: If a hold record needs to be set up, enter the hold setup using the Payee Hold Setup (PHDSUP) screen, then retry the A (Add) action on BKRUPD.
- Case Number Required: Go to Step 5.
- CASE NO (Required): Enter the alphanumeric case number, up to 20 characters. Symbols are allowed.
- CHAPTER NO (Required): Enter the chapter number of the Federal Bankruptcy Code for the type of bankruptcy reported by the debtor. Valid values are 7, 11, 12 or 13.
- BANKRUPTCY NAME (Required): Enter the name of the debtor, up to 50 characters. Periods, commas and % are not allowed in the name field.
- DATE FILED (Required): Enter the date the bankruptcy was filed using the MM/DD/YYYY format.
- FEDERAL COURT (Required): Enter the court’s name in which the bankruptcy was filed, up to 50 characters.
- Press Enter.
- Add Record? (Y/N) will display. Review the information to verify it is correct. Enter Y or N and press Enter:
- Y (Yes) if the information is correct
- N (No) if the information is not correct
Note: An entry of Y will display a successful setup of the record. An entry of N provides the opportunity to verify and re-enter the correct information.

Change a Bankruptcy Record
If an error was made during the ADD action on the CASE NO
or CHAPTER NO
fields, the bankruptcy record must be deleted and re-entered with the correct information. A change to those fields cannot be made. See Delete a Bankruptcy Record.
Steps (Change BKRUPD):
- An R=RECALL action is first required with an 11-digit TIN. Follow the Access instructions to recall a BKRUPD record.
- Review the TINS message displayed at the bottom of the screen:
- Bankruptcy Record Not Found: Verify that the TIN was entered correctly and see Add a Bankruptcy Record.
- User’s Security Agency Not Equal to Record’s Input Source – The bankruptcy record was set up by another agency, and only a user from that agency may change the record.
- Record Successfully Recalled: Verify the bankruptcy record displayed
- If this is the correct record, go to Step 3.
- If the TIN is correct, but the
CHAPTER NO
is different:- Use the PF8=FRWD key to scroll through any multiple bankruptcy records for the TIN
- Select the correct record
- Go to Step 3
- ACTION: Change the default R (Recall) in this field to C (Change) and press Enter.
Note: The
INPUT SOURCE
field will auto-fill the user’s agency number and is a protected field. TheCASE NO
andCHAPTER NO
fields are also protected, and the bankruptcy record must be deleted and re-entered if there is an error in these fields. - BANKRUPTCY NAME: If needed, correct the debtor name displayed, up to 50 characters. Periods, commas and % are not allowed in the name field.
- DATE FILED: If needed, correct the date displayed, using the MM/DD/YYYY format
- FEDERAL COURT: If needed, correct the court’s name displayed, up to 50 characters
- Press Enter.
- Update Record? (Y/N) will display. Review the information to verify it is correct. Enter Y or N and press Enter:
- Y (Yes) if the information is correct
- N (No) if the information is not correct
Note: An entry of Y will display a successful update of the record. An entry of N provides the opportunity to verify and re-enter the correct information.
- A dialogue box displays at the bottom of the screen.

Delete a Bankruptcy Record
If a debtor’s hold is released in TINS and a bankruptcy record is still on file, the bankruptcy record should be deleted by the agency that set up the record, even if the bankruptcy has not been discharged.
Steps (Delete BKRUPD):
- An R=RECALL action is first required with an 11-digit TIN. Follow the Access instructions to recall a BKRUPD record
- Review the TINS message displayed at the bottom of the screen:
- Bankruptcy Record Not Found: Verify that the TIN was entered correctly
- User’s Security Agency Not Equal to Record’s Input Source – The bankruptcy record was set up by another agency, and only a user from that agency may delete the record
- Record Successfully Recalled: Verify the bankruptcy record displayed
- If this is the correct record, go to Step 3.
- If the TIN is correct, but the
CHAPTER NO
is different:- Use the PF8=FRWD key to scroll through any multiple bankruptcy records for the TIN
- Select the correct record
- Go to Step 3
- ACTION: Change the default R (Recall) in this field to D (Delete) and press Enter.
