Payroll Due Dates and Direct Deposit Schedules

Policy

The pay dates on the schedule in this fiscal policy and procedure (FPP) are established per Texas Government Code, Section 659.083. State agencies and institutions of higher education may not distribute payments before the pay dates listed in the schedule.

The payroll due date for monthly and twice-monthly payrolls is no later than the seventh workday before payday, as established by 34 Texas Administrative Code Section 5.41(c)(1). Submitting payrolls to the Texas Comptroller of Public Accounts on or before the due dates ensures adequate processing time for direct deposits and warrant distribution.

Agencies receiving warrants for employees from payrolls submitted through the following state financial systems are allowed to pick up their warrants before payday, in accordance with the terms of their Bailment Contract form (74-190):

  • Centralized Accounting and Payroll/Personnel System (CAPPS)
  • Standardized Payroll/Personnel Reporting System (SPRS)
  • Uniform Statewide Accounting System (USAS)
