Policy

The pay dates on this schedule are established pursuant to Texas Government Code Annotated, Section 659.083 (Vernon 2004). Agencies and institutions of higher education may not distribute payments before the pay dates listed in the schedule.

The payroll due date for monthly and twice-monthly payrolls is no later than the seventh workday before payday, as established by 34 Texas Administrative Code, Section 5.41(c)(1) (2013). Submitting your payrolls to the Texas Comptroller of Public Accounts on or before the due dates assures adequate processing time for direct deposits and warrant distribution.

Agencies receiving warrants for employees from payrolls submitted through the Uniform Statewide Accounting System (USAS), Uniform Statewide Payroll/Personnel System (USPS), the Standardized Payroll/Personnel Reporting System (SPRS) or the Centralized Accounting and Payroll/Personnel System (CAPPS) will be allowed to pick up their warrants prior to payday, in accordance with the terms of their Bailment Contract (login required) PDF.
