Confidentiality Policies

Agencies are required to provide valid invoice number and description field entries for certain transactions per USAS and CAPPS Financials Invoice Number Field Requirements (FPP E.023). This includes a responsibility to keep confidential information private as outlined in FPP E.045 under:

Note: The National Automated Clearinghouse Association (NACHA) rules require agencies to use a Reassociation Trace Number in USAS that may be displayed in TINS for applicable healthcare-related payments to help minimize the risk of transmitting Protected Health Information. For more information, contact Payment Services.

In addition, the Comptroller’s office must be able to accurately distinguish between confidential and non-confidential payments. Agencies must ensure that the confidentiality indicator is correctly set as outlined in USAS and CAPPS Financials Confidentiality Indicator (FPP E.045).
