Confidentiality Policies

Agencies are required to provide valid invoice number and description field entries for certain transactions per USAS and CAPPS Financials Invoice Number Field Requirements (FPP E.023). This includes a responsibility to keep confidential information private as outlined in FPP E.045 under:

Note: The National Automated Clearinghouse Association (NACHA) rules require agencies to use a Reassociation Trace Number in USAS that may be displayed in TINS for applicable healthcare-related payments to help minimize the risk of transmitting Protected Health Information. In addition, the Comptroller’s office must be able to accurately distinguish between confidential and non-confidential payments. Agencies must ensure that the confidentiality indicator is correctly set as outlined in USAS and CAPPS Financials Confidentiality Indicator (FPP E.045).
