Confidentiality Policies
Agencies are required to provide valid invoice number and description field entries for certain transactions per USAS and CAPPS Financials Invoice Number Field Requirements (FPP E.023). This includes a responsibility to keep confidential information private as outlined in USAS and CAPPS Financials Confidentiality Indicator (FPP E.045) under:
The National Automated Clearinghouse Association (NACHA) rule regarding the confidentiality of health-related payments requires the use of a Reassociation Trace Number (TRN) to comply with the Health Insurance Portability and Accountability Act (HIPAA). Each agency is responsible for determining if a TRN is required when processing health-related payments through the statewide accounting systems.
The Comptroller’s office must be able to accurately distinguish between confidential and non-confidential payments. Agencies must ensure that the confidentiality indicator is correctly set as outlined in FPP E.045.
