Introduction to Direct Deposit
Texas Government Code, Section 403.016 requires the Comptroller’s office to:
- Set up a system for direct deposit payments, a form of electronic funds transfer (EFT) that includes a pay card.
- Use the services of the automated clearinghouse (ACH) network. The Comptroller’s office complies with the rules and guidelines administered by the National Automated Clearing House Association (NACHA) for the state’s direct deposit system.
- Adopt rules to administer the direct deposit system which are found in Texas Administrative Code, Title 34, Part 1, Chapter 5, Subchapter B:
This section provides information to assist state agencies that process direct deposit payments through the Texas Identification Number System (TINS). Direct deposit instructions can be set up, changed or canceled in TINS via:
- Online entry.
- Batch.
- The payroll systems:
Direct deposit for state employee payroll payments cannot be set up, changed or canceled directly in TINS and must be processed via USPS or SPRS/CAPPS, which update TINS during each nightly cycle. However, if an employee chooses a different account for its travel payments, a non-payroll mail code can be set up in TINS with direct deposit for travel or other non–payroll payments.
State employees and annuitants also have the option to receive payroll, travel and retirement payments via a pay card. For more information, see Pay Card.
