Lesson 4: Overview of the SEFA Web Application

SEFA Tabs

The functions of each of the SEFA web application tabs are described below. For more information, see the AFR Reporting Requirement’s Instructions for the SEFA Application page.

Main Menu

Returns a user to SEFA’s main menu and allows agencies to navigate to the record list, notes, DUNS, EIN, certification, reports and other SEFA screens to view or enter data. (See the prior section of this tutorial: SEFA Main Menu).

Record List

Allows an agency to view existing SEFA records and edit or add individual SEFA records. For more information on adding or editing a single record, see the AFR Reporting Requirement’s Instructions for the SEFA Web Application on Step 4. Add a New Record page.

Notes Menu

Each agency must review and respond to each of SEFA’s required notes. Some notes require an entry of No or N/A if the note is not applicable to the agency. (For more information is available in Lesson 5: Notes to SEFA of this tutorial.)

Status

The status screen displays a summary of SEFA activity reported and the current SEFA certification status for the agency.

Pass-thru Recon

This screen compares interagency pass-through activity reported in the SEFA web application. Agencies must complete interagency pass-through reconciliation to ensure interagency pass-through expenditures reported in the disbursing agency’s SEFA match the interagency pass-through revenue reported in the receiving agency’s SEFA.

USAS PT Recon

This screen compares interagency pass-through activity reported in the SEFA web application and in USAS. A disbursing agency’s interagency pass-through expenditures must match in the SEFA web application and USAS. The receiving agency’s interagency pass-through revenue must also match this expenditure amount also in the SEFA web application and USAS.

Schedule 1A

The Schedule 1A is automatically generated from the Record List. The information in this schedule is rolled into the statewide SEFA. Agencies may use this screen as a summary of their agency’s portion of the statewide SEFA. Each line item includes the federal awarding agency and ALN and is separated by revenues and expenditures:

  • The pass-through NSE or agency name (if applicable)
  • The pass-through amounts to or from NSEs and agencies
  • The direct award amounts
  • The program total amounts
