Exception

The ITV/RTI process is for transfers between funds that exist within the Treasury. Universities are frequently authorized to hold funds in local bank accounts held outside the State Treasury.

An exception occurs to the ITV/RTI process with the use of T-code pair 268/279 that allows payments to be made to local bank accounts. This exception will be described in further detail in Lesson 5.

Scenario

This is a transaction for Federal/State Pass-Through funds. In this example agency 999 needs to transfer a Federal Grant to Agency 000.

Agency 000 Federal Grant funds are for deposit into local funds held outside the Treasury. As such, agency 000 sets up the RTI on the 55(505) Screen and includes the RTI and Vendor Identification Number with their invoice for the Federal payment to agency 999.

Agency 999 enters an ITV with T-code 268 with the RTI to process their Federal payment to agency 000.

T-code 268 used with an RTI establishes an accrued pass-through to local funds payable and process the payment by Direct Deposit or issue a Warrant to agency 000.

Both agencies will see transactions listed on DAFR reports.
