Special Provisions Equal to Salaries Paid by the Austin Independent School District (AISD)

Background

Like all state agencies, the Texas School for the Deaf (TSD) and the Texas School for the Blind and Visually Impaired (TSBVI) face numerous challenges in attracting and retaining a qualified workforce to meet the demand for their services.

Salary Schedules

The Legislature gave TSD and TSBVI the authority to pay certain employees salaries comparable to employees of the Austin Independent School District (AISD). Those who qualify for the competitive salary rate include:

  • Contracted principals.
  • Supervisors.
  • Classroom teachers.
  • Counselors.
    – and –
  • Other full-time professional employees (including audiologists, occupational therapists, physical therapists, physicians, nurses, school psychologists, associate school psychologists, social workers and speech language pathologists) who are licensed or credentialed by an appropriate state agency.

The governing board of TSD or TSBVI may contract with any employee who provides or supervises any employee who administers:

  • Direct and regular educational services to students.
    – or –
  • Other professional educational services.

However, these contracts must be based on the comparable AISD salary rate.

Other Entitlements

These employees are eligible for sick leave accrual in the term of the employment contract and in any other month when they perform work or take paid leave.

They are not eligible for longevity pay and are not entitled to a paid day off from work on any national or state holiday.

The superintendents of TSBVI and TSD are authorized to determine supplemental pays (e.g., stipends, shift differential pay) for certain positions, provided the provision of such supplemental pays is necessary to effectively carry out the job responsibilities of the position.
