Hold Special Circumstances
Multiple Parties
If an agency must issue a payment to multiple parties, the agency must first determine if any of the parties is on warrant hold, including payments issued through the Comptroller’s office or local funds. Agencies must maintain documentation of the verification of each party’s warrant hold status for audit purposes.
- If none of the parties is on hold, the agency may issue a single payment using the TIN the agency deems appropriate.
- If any of the parties who receive the payment is on warrant hold, separate payments in the amounts deemed appropriate by the agency must be made to each party’s individual TIN.
