Debtor Hold Extract File
State agencies and institutions of higher education (agencies) are required to comply with the state’s warrant hold statutes, Texas Government Code, Sections 403.055, 2107.008 and 2252.903.
Agencies can use the Texas Identification Number System (TINS) to verify a hold status using a Social Security number (SSN), Individual Taxpayer Identification Number (ITIN) or employer identification number(EIN) to ensure an accurate search result and to comply with the state’s warrant hold statutes. Agencies may need to check vendor hold status in two situations:
- The agency that sets up the debtor on hold is the hold source agency responsible for reporting its state debts to the Comptroller’s office, maintaining its hold records and releasing the hold in a timely manner when the debt is paid. See Reporting Debtor Records for more information.
- The agency that issues payments to a debtor/payee is the paying agency responsible for complying with warrant hold statutes that prohibit payments to state debtors, whether payments are issued out of state or local funds. See Local Funds for more information. The hold source agency may also be the paying agency.
