Checklist for Payee Setups

Research these questions before setting up a payee in TINS.

Questions Research
Is the Application for Texas Identification Number complete? Contact the payee for any missing information.
Has the payee submitted proper documentation? See Fraud Prevention Recommendations.
Does the payee already exist in TINS?

Use the identification number provided by the payee to inquire on the Payee Mail Code Information (PYADDR) screen.

Many payees do business with multiple state agencies and may have already been set up by another agency.

If the payee is not already set up in TINS, one of these messages will appear on the lower part of the screen:

  • Mail Codes Do Not Exist; Master Setup Required
  • TIN Purged On MM/DD/YYYY
If the payee reports taxes to the Comptroller’s office, does the information on the payee’s application match the payee’s tax record?

Search the Multi-Tax Summary (MTSUMM) screen, a tax screen on the Comptroller’s Integrated Taxpayer System (ITS).

Verify the information on the tax record against information on the application, such as ownership type and Secretary of State (SOS) File Number. If the information does not agree, seek clarification from the payee before proceeding.

Corrections to TINS or the tax system may be necessary. Conflicting information could result in the inactivation of a mail code or TIN.

Take the appropriate online entry action based on your research.

If the payee is… Then…
Already set up in TINS and the address information on the form is the same on an active mail code on PYADDR, Use that mail code to make the payment
Already set up in TINS and the address information is the same for an inactive mail code, See ACR 60094 to determine if you can reactivate the mail code.
Already set up in TINS and a mail code on PYADDR is secured by not displaying the payee name and address, Do not use that mail code to make a payment.
Already set up in TINS but another address has been requested that is not on PYADDR, Add a new mail code in TINS using the Payee Mail Code Setup (PMCTUP) – Existing Payee screen
Not set up in TINS, Add the payee to TINS as a new setup using the Payee Master Level Setup (PMSTUP) and Payee Mail Code Setup (PMCTUP) – Continuation from PMSTUP screens.
