Lesson 2: Agency Responsibilities for Federal Awards
Administrative Responsibilities
Agencies retain administrative responsibilities for all direct and pass-through federal awards — this includes understanding and implementing financial and program compliance and reporting requirements. Agencies must refer to the federal award or grant agreement and coordinate with the federal awarding agency and any pass-through entities to ensure the agency is meeting its administrative requirements.
Some federal funds may require additional expenditure reporting outside of the SEFA. Data collection and submission of these financial reports is the responsibility of the agency.
Financial reports may also be required to be submitted to or through the:
- Federal or pass-through awarding agency, who may have unique expenditure detail and other financial reporting requirements
- Federal Funding Accountability and Transparency Act (FFATA) and Subaward Reporting System (FSRS)
- GrantSolutions web portal
- Other federal reporting systems
