Accounting Policy Statement (APS) 003:
Reimbursements for Unemployment Compensation Payments

Purpose

APS 003 details the ITV/RTI process used to pay Texas Workforce Commission (TWC) for unemployment compensation. It is applicable to all agencies as all or most will likely have to pay unemployment compensation at some time due to an employee leaving.

TWC pays unemployment on behalf of the state agencies and then sends quarterly statements to agencies for reimbursement of unemployment payments paid on their behalf.

Example

TWC pays unemployment benefits on behalf of the General Land Office (GLO).
GLO reimburses TWC using the RTI number.

TWC is the RTI agency because they receive the reimbursement/revenue.

GLO is the transaction agency because they enter the transaction using the RTI number provided. This transfers the funding from GLO to TWC.

Note: The same RTI can be used by all agencies to pay TWC for unemployment benefits.
