Appendix G – Board Members and Retired Judges
Entering Board Members and Retired Judges in USPS
To enter board members and retired judges in USPS, create an exempt/unclassified position for the board member and then assign the board member to the position. You will need to indicate the board member type (either compensatory or per diem).
- Per-diem board members receive reimbursement for standard per diem (meals, lodging and transportation) only.
- Compensatory board members receive reimbursement for standard per diem, plus benefits that are paid in part by the state, such as state-paid FICA.
Only those employees who hold positions listed in each agency’s schedule of exempt positions in the GAA can be exempt.
Creating Positions for Board Members and Retired Judges
This process is the same for either an exempt or unclassified position except that specific values must be used in certain fields.
Entering Group and Step Information
Complete the Updating Pay Table Information process in Chapter 1 – Positions, using the following modifications:
For Board Members and Retired Judges:
- Make all entries on pay table 02 (exempt use pay table 03).
- Enter 1.00 in the
ANNUAL SALARY
field.
Entering Job Class Code Information
Complete the Updating Job Class Information process in Chapter 1 – Positions using the pay group and step set up earlier and the following modifications:
For Per-Diem Board Members:
- Enter BD25 in the
JOB CLASS CODE
field. - Enter 02 in the
TABLE TYPE
field (exempt use pay table 03). - Enter P (per-diem) in the
JOB CLASS TYPE
field.
For Compensatory Board Members:
- Enter CP25 in the
JOB CLASS CODE
field. - Enter 02 in the
TABLE TYPE
field (exempt use pay table 03). - Enter C (compensatory) in the
JOB CLASS TYPE
field.
For Retired Judges:
- Enter JD25 in the
JOB CLASS CODE
field. - Enter 02 in the
TABLE TYPE
field (exempt use pay table 03). - Enter R (compensatory) in the
JOB CLASS TYPE
field.
Note: The H7OU1 screen allows only authorized agencies to update and change exempt and unclassified job classes. To establish an exempt or unclassified job class with a job class type of C (compensatory per diem) or P (per diem board member), the user must submit a Letter of Authorization (LOA).
Entering Position Information
Complete the Entering Position Information process in Chapter 1 – Positions, using the job class code established above and the following modifications:
For Per-Diem Board Members, Compensatory Board Members and Retired Judges:
- Enter for unclassified (Pay Table 02) employees, enter appropriate salary/hourly rate.
Assigning Board Members and Retired Judges to a Position
Follow the steps outlined in the procedures listed below, using the indicated values.
Entering Individual Identification
Complete the Individual Identification Information process in Chapter 3 – New Hires/Transfers-In/Dual Employment. There are no modifications for this procedure.
Entering Assignment Information
Complete the Assigning an Employee to a Position process in Chapter 3 – New Hires/Transfers-In/Dual Employment, with the following modifications:
For Board Members and Retired Judges:
- Enter URP in the
EMPLOYEE TYPE
field (ERP for exempt). - Enter 1.00 in the
PAY PERIOD SALARY
field.
Entering Tax and Retirement Information
Complete the Tax, Retirement & Timecard Status Information process in Chapter 3 – New Hires/Transfers-In/Dual Employment, with the following modifications:
For Board Members:
- Let the
TIME CARD STATUS
field default to 0.
For Retired Judges:
- Let the
TIME CARD STATUS
field default to 0. - Enter X in the
RETIREMENT TYPE
field.
