Overview of Agency Budgeting

Agency budgeting is a process of allocating agency resources to programs, organizations, funds, and objects. This process allows agencies to monitor and control their budgets in a manner that is appropriate for their agency.

An agency budget is an internal management tool. Agency budgets are not required by state policy. They are used to track revenue and expenditures at a lower level than the required Appropriation Budget.

Establishing profiles correctly is essential when creating an agency budget. Once profiles are created, transactions impacting agency budgets can be processed. Inquiry and report information screens display agency budget information based on the profiles created and the transactions processed.

The process of establishing agency budgets involves entering agency budgets with proper T-Codes, determining agency budgeting needs, and creating profile records related to those needs. Transactions may then be processed and viewed through the 61 Agency Budget Inquiry screen and requestable through reports.

Determining Agency Budget Needs

When determining agency budget needs, an agency must consider the following:

  • If an agency is budgeting at a lower level than the Appropriation Budget.
  • If agency resources are currently allocated by organization, program, fund, or object.
  • If an agency is monitoring or controlling agency budgets.

Note: Monitoring provides useful reports and allows agencies to verify budgets. Controlling allows consistent flow in processing transactions.

Establishing Relevant Profiles

Once an agency has determined agency budgeting needs, profiles are established to represent those needs.

Processing Transactions in USAS

After profiles are created, transactions are processed using profile information. By using this information, reports can be generated and inquiry data can be used to reconcile agency budgets.

Requesting Reports and Viewing Inquiry

Reports are requested based on how the information is stored in USAS. The 61 Agency Budget Record Inquiry Screen screen will display information related to processed transactions. This chapter discusses helpful requestable reports.
