TINS Online Entry Web-Based Training
Lesson 4: Changing Payee Information
Payee Change Request (PCR) Form
There are certain TINS actions that cannot be entered by agencies. To request these actions, a Payee Change Request form (74-157) (login required) must be completed and submitted to the Comptroller’s Payment Services section.
The following actions require a PCR:
- Number changes if the incorrect TIN was set up.
- Number merges if the payee was set up with two different TINs.
- Some security-level changes.
- Inactivation of a TIN and/or mail code.
- Some reactivations of a mail code (based on the reason it was inactivated).
- Setting the hold bypass indicator on a mail code.
Inactive TIN or Mail Code
If your agency needs to pay a TIN/mail code that shows a status of inactive, it may be possible for your agency to reactivate the mail code. Determine if your agency can reactivate the mail code by viewing the Payee Maintenance History (PMTHIS) screen for the mail code status change transaction.
If the column OPERATOR ACID displays … |

| CLEANUP | Agencies can reactivate the mail code. |
| A user’s ACID, for example ABCD123 | Agencies cannot reactivate the mail code. Submit a PCR form to Payment Services. Payment Services will determine if the mail can or cannot be reactivated and if the agency needs to contact the payee for additional documentation. |
