Lesson 6: The Warrant Offset Process
Offset Hierarchy
It is possible for a payee to have multiple state debts at the same time. When offsetting held warrants for payees with multiple holds, the Comptroller’s office follows an established hierarchy to determine which hold source agency receives funds first:
Order Paid | Agency |
---|---|
First | Office of the Attorney General for child support delinquencies |
Second | Texas Comptroller of Public Accounts for tax delinquencies |
Third | All other holds based on the hold date or when the hold date was reported to TINS. If there are multiple holds with the same hold dates, the hold with the oldest effective date receives priority.* |
*The example below shows two hold source agencies with the same hold date. In this case, the funds go to the Texas Commission on Audits because the effective date of its hold is earlier than the effective date of the hold placed by the State Stores Commission.
