Note 13: EHV Program Funding

ALN 14.871

The U.S. Department of Housing and Urban Development (HUD) provides federal funding for the Emergency Housing Voucher (EHV) Program through Section 8 Housing Choice Vouchers Program (HCVP) (ALN 14.871). The objective of HCVP is to assist low-income families, the elderly and the disabled to be able to afford decent, safe and sanitary housing in the private market. The HCVP is administered by local public housing agencies (PHAs) and HUD provides funding to PHAs to administer the voucher program.

The Compliance Supplement Addendum requires award recipient agencies to enter detailed records in the SEFA web application to record the amount of EHV program funding received.

For additional guidance on EHV programs, see the most current Compliance Supplement Addendum — 2 CFR Part 200 Appendix XI (section 4-14.871-1), which is available on the White House’s Office of Federal Financial Management webpage.

Reporting EHV Program Funding

SEFA’s Note 13 must be completed when an agency reports direct revenue or NSE pass-through revenue in the SEFA web application for ALN 14.871. In the SEFA web application, under the Notes navigation menu, select Note 13 and report the full amount of EHV program funding received under ALN 14.871 in the Comment text box. Verify that the amounts reported on the SEFA schedule for ALN 14.871 reconcile to the amounts in Note 13. If the SEFA schedule does not match Note 13, the final certification process will fail.
