Reporting Requirements for Annual Financial Reports of State Agencies and Universities

AFR Submission Method

Please use the following method to submit your agency’s Annual Financial Report to all of the receiving agencies below. Do not send confidential information to the Financial Reporting section.

Receiving Agency Submission Method
Comptroller of Public Accounts Electronic submission only. Submit to: frs@cpa.texas.gov

Notes and supplemental schedules must be submitted via web applications.
Higher education and agencies 012, 014, 020, 202, 203, 352, 710 and 720 must submit an electronic copy AFR.
Each agency must send an electronic copy of either its AFR or all of the following: Agency Transmittal Letter, DAFR reports (8580, 8590 or 8600, 8585, 8581 and 8605), financial statement notes and supplemental schedules.
State Auditor’s Office Electronic submission only. Submit to: submitreports@sao.texas.gov
Notes and supplemental schedules are required.
Higher education and agencies 012, 020, 202 and 203 must submit an electronic copy AFR.
All other agencies can send an electronic copy of either their AFR or DAFR reports (8580, 8590 or 8600, 8585, 8581 or 8605).
DAFR 8910 is not required.
Governor’s Office Electronic submission only. Submit to: BudgetandPolicyReports@gov.texas.gov
Higher education and agencies 012, 020, 202 and 203 must submit an electronic copy AFR.
