Step 12. Pass-Through Certification

The SEFA Agency Pass-through Reconciliation report and the USAS Agency Pass-through Reconciliation report must fully reconcile to zero differences prior to completing the Pass-Through Certification. Review the Pass-through Reconciliation Report. Also, if the funds were both received AND expended as R&D, confirm that the R&D pass-through flags reconcile.

  1. Access the Main Menu.
  2. Click Pass-Through Certification in the SEFA Certification area of the main menu.
    The system automatically links to the Pass-Through Certification screen.
  3. Review the certification statement on the Pass-Through Certification screen.
  4. Enter the name, title, email and telephone number for the individual responsible for SEFA.
  5. Click Certify Pass-throughs.
    The application automatically displays a message indicating the selected agency was certified along with the contact information.

Note: Agencies must certify Federal Schedule Pass-throughs by Sept. 28.
