NOTE 11 – Postemployment Benefits Other Than Pensions

The state of Texas currently participates in two types of defined benefit Other Postemployment Benefits (OPEB) plans on a pay-as-you-go basis with no accumulated plan assets:

  • Cost-sharing multiple-employer plans with a special funding situation for nonemployer contributing agencies administered through trust:
    • ERS Plan
    • TRS Plan
  • Single employer plans not administered through trust:
    • UT Plan
    • A&M Plan

The OPEB plans are subject to GASB 74, GASB 75 and GASB 85 accounting and reporting standards.

The Financial Reporting section centrally enters all OPEB adjustments in USAS (with the exception of the UT and A&M Plans) and publishes all required disclosures in the ACFR, per GASB 74, GASB 75 and GASB 85 standards.

Each fiscal year, audited agencies are provided sample documentation to prepare their AFR (for financial statement presentation and disclosure purposes only) as soon as the information is made available.

All OPEB plan administrators (ERS, TRS, UT and A&M) are required to provide their audited actuary reports, subject to GASB 74, GASB 75 and GASB 85 standards, for each OPEB plan.

Submit a copy of the agency’s Note 11 from its published AFR through the ONDSS web application. The required format is a Microsoft Word document (latest version: docx) with header information that includes: agency name/number and note number/name. If Note 11 contains a table, include the table in the Word document — rather than as a separate Excel document or other database application file. If Note 11 does not apply, do NOT submit a note to indicate “not applicable.”
