ACR 41639 – USPS System Change

Introduction

ACR 41639 made military leave changes in the Uniform Statewide Payroll/Personnel System (USPS) effective Aug. 30, 2012.

Issue

Effective Sept. 1, 2011, Senate Bill 1737 made these changes to military leave for state employees:

Military leave must now be awarded first on the HM9U1 (Employee Leave Request) screen before it can be taken. HM9U1 has a military balance place holder for all employees and reflects a positive amount once time has been awarded. Each time military leave taken is recorded on HM9U1, the balance will be decremented.

Military leave carries forward to the next federal fiscal year once the new Report 598 (Military Rollover Exception Listing) is run. Military leave lost (MLL) is generated if more than 45 days are available at the time Report 598 is run. Report 598 displays on the HNKLA (Leave Accounting Report Requests and Flags) if applicable to the agency from Oct. 1 through Dec. 31.

An informational message will appear on Report 597 (Actual/Forecasted Time Forfeitures) if an employee has military leave projected to be lost for the next three months. Report 597 will not create the MLL record on HM9U1 that will take place with the request of Report 598.

Emergency active leave taken (EAT) was added as a valid status on HM9U1. An employee may not be paid emergency active leave of more than 22 days in a federal fiscal year.
