ACR 60624 – TINS Unmask Account Numbers on DDEP

Introduction
Application Change Request (ACR) 60027 for the Texas Identification Number System (TINS) implemented the Direct Deposits – Reversals and Reclamations (DDEP) web application. DDEP is the required method for each paying agency to process its own direct deposit reversals and reclamations. ACR 60624 enhanced DDEP by adding the ACH trace number to each direct deposit payment issued through the Comptroller’s office.
Issue
Agencies that need to help payees track their direct deposit payments through the ACH network may be required by the payees’ financial institutions to provide the ACH trace number assigned to the payment. Agencies are currently required to complete and submit the Direct Deposit Payment Trace Number Request form (74-229) to the Comptroller’s office. Payment Services then submits the request to the state’s originating financial institution (ODFI), which may take one to three days to receive the trace number.
Solution
ACR 60624 coordinated the electronic receipt of each direct deposit payment’s ACH trace number from the ODFI the business day after the payments are transmitted through the ACH network. DDEP then displays the trace number on the Payment Detail screen. For a sample screen with the ACH trace number field, see Payment Search in DDEP Web Application on TexPayment Resource.
When agencies need ACH trace numbers for their payees’ direct deposit payments, they must obtain the numbers via the Payment Search tab on DDEP. Payment Services will only accept Form 74-229 if the agency does not have staff with the proper DDEP security to obtain the trace number.
