Warrant Hold
Agencies must follow Reporting of State Debts and Hold Offset Procedures (APS 028) (FPP E.037). The prompt payment law also applies to vendors on warrant hold:
- A late payment to a vendor on hold automatically includes interest computed through the payment’s distribution date.
- Distribution date means the date the Comptroller’s office would have made a warrant available for mailing or for pickup by the paying state agency if the vendor had not been on hold.
- Interest does not accrue while the warrant is held.
