Lesson 3: Payee Master and Mail Code Information

Payee Master Level Inquiry (PYMAST)

A payee master record is the first part of a payee record and cannot exist without at least one mail code record. PYMAST displays high-level master information for each payee.

Accessing PYMAST

There are two ways to access PYMAST:

• Select PYMAST from the menu on INQMEN (ENTER OPTION: E) and press Enter.
• Enter a 10- or 11-digit number in the TIN subfield and press Enter.
  - or -
• Enter PYMAST on Line 1 on any TINS screen with either:
  • A 10-digit number: PYMAST.1XXXXXXXXX and press Enter.
    - or -
  • The 11-digit TIN: PYMAST.1XXXXXXXXX6 and press Enter.

Field Descriptions

PAYEE NUMBER

Displays the payee’s 11-digit TIN.

TAXPAYER NUMBER

Displays the 11-digit taxpayer number assigned by the Comptroller’s tax system if the payee is a Texas taxpayer. The field is blank if the payee is not a taxpayer.

TIN STATUS

Defines whether the TIN can or cannot be used for payments:

• ACTIVE indicates the TIN can be used for payments. 
• INACTIVE indicates the TIN cannot be used for payments.

When PYMAST displays an inactive status, all of its mail codes are inactive as well, and none can be used for payments.

HOLD STATUS

Indicates whether the payee has been reported as having an outstanding state debt:

• If the payee is not on hold, the field is blank.
• If the payee is on hold, the field displays ON HOLD.

The TIN can be used for payments if the TIN STATUS is ACTIVE, but the payments will be issued as warrants and held by the Comptroller’s office.

OWNERSHIP TYPE

Displays the type of ownership.

IAT IND

IAT stands for international ACH transaction, which is a direct deposit payment destined to be sent to a foreign country. The indicator is used by agencies to determine if the payee is eligible to be set up for direct deposit:

• If the field is blank, the payee can submit an authorization form requesting to be set up for direct deposit.
• If the field displays Y (yes), the payee cannot be set up for direct deposit.

The Y indicates an agency received confirmation from the payee that its payments are destined for a financial institution outside of the U.S. For more on the IAT, see the IAT and TINS IAT Indicator Tutorial.

SOLE OWNER’S NAME

Only displays if the ownership type is sole owner; displays the owner’s name and SSN or ITIN (masked).

PARTNERS’ SSN/ITIN/EIN and PARTNERS’ NAMES

Only display if the ownership type is partnership; display the names of two partners and their SSNs, ITINs or EINs (masked).

TEXAS CHARTER NUMBER

Only displays if the ownership type is:

• Texas limited partnership.
• Texas corporation.
• Professional corporation.

• Professional association.
