PYADDR – Payee Mail Code Information

The PYADDR screen displays all addresses and/or mail codes that are set up for a payee in TINS ― PYADDR is commonly referred to as the “Payee Address screen.” If a TIN does not exist for a payee, an error message displays at the bottom of the screen:

Access the PYADDR screen by either of two methods:

  • Selecting PYADDR from the menu on the INQMEN screen
  • Entering the T-code “PYADDR” on Line 1 (command line) of any TINS screen

PYADDR is the main inquiry screen used to research payee information. Use it to:

  • Verify if the payee is in the system
  • Check on the status of the TIN or a specific mail code
  • Confirm an address
  • View the vendor’s Texas taxpayer number or ownership type
  • View the IAT indicator
  • Do a 1099 lookup

Once the needed payee name and address have been confirmed, you can navigate to other screens for payment or voucher information, direct deposit instructions and hold details by typing in the appropriate T-code on Line 1. To navigate within PYADDR, use the function keys at the bottom of the screen.

Descriptions of key fields are listed below the screen shot. You can also hover your cursor over purple field names in the screen shot to view descriptions.

Field Descriptions

PAYEE NUMBER
Displays 11-digit TIN.
TAXPAYER NUMBER
Displays 11-digit taxpayer number assigned to the payee on the Comptroller’s tax file. This field is BLANK if the payee does not have a taxpayer number.
OWNERSHIP TYPE
Displays type of ownership.
IAT INDICATOR
Displays a Y if a payee indicates state of Texas direct deposit payments may be destined for transfer outside the U.S. The Office of Foreign Assets Control (OFAC) requires all payments transmitted outside the U.S. to be identified and monitored. The indicator ensures due diligence with OFAC compliance.
TIN STATUS

Displays status of the TIN:

  • ACTIVE indicates TIN can be used for payment
  • INACTIVE indicates TIN cannot be used for payment
MC CNT
Displays total number of mail codes set up for the TIN, both active and inactive.
1099 MC LOOKUP
Displays an agency’s designated mail code based on the most recent 1099-eligible payment, accessed by pressing PF12 for a pop-up inquiry screen.
NEXT AVAILABLE MAIL CODE
Displays next mail code the system will assign when another mail code is entered.
MAIL CODE
Displays three-digit mail code for the payee address.
SIC CODE
Displays four-digit Standard Industrial Classification code (SIC) used to identify the type of payment.
SECURITY TYPE
Displays a one-digit indicator for the security level assigned to a mail code. Security level descriptions:
  • 0 – Viewed and changed by any agency
  • 1 – Viewed by any agency but changed only by the securing agency
  • 2 – Viewed and changed only by the securing agency
SECURING SOURCE
Displays the three-digit number for the agency or source that secured the mail code setup and only the securing agency can change the mail code information. If the mail code has the maximum security of Level 2 and the securing source is other than the viewing agency’s number, the message Secured Mail Code is displayed and the name and address information for that mail code are not displayed.
STATUS

Displays status of the mail code:

  • ACTIVE indicates TIN can be used for payment
  • INACTIVE indicates TIN cannot be used for payment
ON HOLD
Displays ON HOLD if TIN is in held status; field is BLANK if TIN is not on hold.
UNMASK TIN
Displays Y (Yes) if the mail code is for a payee’s Internal Revenue Service (IRS) tax levy order. The IRS requires the full SSN printed on the warrant. If the indicator has not been set, the field is not displayed, and the SSN-based TIN will be masked on the face of a warrant.
HOLD BYPASS
This field will only display if the indicator has been set to 1 or 2. If no indicator is set, the field itself will not display.
  • 1 Annuity Net Pay, C/S Deducts for mail codes receiving annuity payments where child support holds are to be bypassed as determined by Teacher Retirement System, Employees Retirement System, Texas Emergency Services Retirement System and Office of the Attorney General.
  • 2 IRS Tax Levy, Bankruptcy for a payee mail code that is set up for an IRS tax levy or to a federal bankruptcy court. The indicator bypasses all holds and ensures payments to the IRS and bankruptcy courts are distributed promptly.
TELEPHONE
Displays payee’s area code and phone number.
NAME

Displays payee’s name as it appears on warrant.

ADDRESS IND

Displays one-digit indicator for address validation on each mail code:

  • S = The address has been validated and standardized
  • F = A foreign address has neither been validated nor standardized
  • M = The address has been overridden by the Comptroller’s office and is neither a validated nor standardized address
  • T = The complete address has been validated and standardized; the city has been truncated due to the limited length of the CITY field
  • BLANK = The address has neither been validated nor standardized
ADDRESS/CITY/STATE/ZIP CODE
Displays payee’s mailing address.
ZONE CODE
Displays three-digit code for county, state or world geographic region of mailing address.
DIRECTION MESSAGE KEYS
Displays page direction and program function (PF#) keys.
