ACR 60500 – USAS System Change
Effective April 1, 2022
Introduction
Application Change Request (ACR) 60500 for the Uniform Statewide Accounting System (USAS) changes the field titles on several USAS screens from CAFR to ACFR per Governmental Accounting Standards Board (GASB) directive. This change is effective April 1, 2022.
Issue
GASB Statement No. 98, The Annual Comprehensive Financial Report, replaces the term Comprehensive Annual Financial Report and its acronym CAFR with Annual Comprehensive Financial Report and its acronym ACFR. The name change was prompted by concerns raised by GASB stakeholders that the acronym CAFR, when spoken, sounds like a profoundly objectionable racial slur.
Most of the FMX USAS documentation has already been updated to change references to the Comprehensive Annual Financial Report and CAFR to the Annual Comprehensive Financial Report and ACFR. However, USAS screens that used the CAFR acronym in a field title needed to be changed before the associated pages could be updated in USAS Coding Instructions (FPP Q.010).
Solution
USAS changes were implemented to replace field titles containing CAFR
with ACFR
on all applicable USAS screens.
Subsequently, USAS Coding Instructions (FPP Q.010) was updated to replace Comprehensive Annual Financial Report and CAFR with Annual Comprehensive Financial Report and ACFR.
