Expenditures for State-Federal Relations
Office of State-Federal Relations (OSFR)
A state agency may not use funds appropriated by the General Appropriations Act (GAA) to perform duties the Office of State-Federal Relations (OSFR) has already appropriated funds to perform. The only exception would be when a valid interagency contract between the state agency and the OSFR exists.

Travel to Washington, D.C.
This section applies only to travel that includes activities involving obtaining or spending federal funds or that impact federal policies.
Before traveling to Washington, D.C., a state agency’s personnel must inform OSFR about the timing and purpose of the trip and provide the name of a person who may be contacted for additional information.
For purposes of this section, Washington, D.C. includes Ronald Reagan Washington National Airport, Washington Dulles International Airport and Baltimore/Washington International Airport.
The restrictions above do not apply to designated legislative agencies or appropriations in Article X of the GAA.
