Prompt Payment – USAS Instructions
Handling Errors

Except for payments to vendors on hold status, USAS is programmed not to distribute a principal payment transaction without the interest payment when late payment interest is due.

  • If either transaction fails edits (data or funding) in USAS, then both transactions will error off and neither will process a payment.
  • The interest transaction will be deleted and a new interest transaction will be generated at the next available USAS cycle, assuming the errors are corrected and all USAS edits are passed.
  • If an interest transaction fails due to USAS edits, the deleted interest transaction will be deleted and not appear on the IT file.
  • History of the transaction’s failure to process is listed on a daily control report. The principal payment transaction’s document tracking history will show evidence that interest attempted to generate but failed to do so.

Note: Agencies must be aware of any interest accruing on transactions that have failed final funding edits and must adjust their accounts to cover the principal, interest and any additional interest that will accrue until distribution.

Definitions

Payment
Money owed to a vendor.
State agency
  • A board, commission, department, office or other agency in the executive branch of state government created by the constitution or a statute of this state, including an institution of higher education as defined by Texas Education Code Section 61.003.
  • The Legislature or a legislative agency.
  • The Supreme Court, the Court of Criminal Appeals, a court of appeals, a state judicial agency or the State Bar of Texas.
Vendor
A person who supplies goods or a service to a state agency or another person directed by the agency. The term does not include a state agency, except for Texas Correctional Industries. The term includes an officer or employee of a state agency when acting in a private capacity to supply goods or a service.
