Statutory Authority of the Comptroller
Major Functions

The Fiscal Management Division carries out the following statutory duties of the Comptroller:

• Supervises and manages the state’s fiscal concerns as the sole accounting officer of the state of Texas.
• Prescribes the forms on which all accounts presented to the Comptroller’s office for settlement must be made.
• Prescribes forms or electronic formats that are uniform in size, content, purpose and layout.
• Audits the payment of claims made against the state of Texas.
• Draws warrants from the state treasury for authorized state spending.
