Lesson 5: Holding State Employee Payments

Employee Travel Payments

Travel reimbursement payments

Travel and other types of reimbursement payments made to state employees are subject to all holds.

Travel advance payments

Advance travel payments cannot be issued to a state employee on hold without consent from the hold source agency per Texas Government Code, Section 403.055(k), and Texas Administrative Code, Title 34, Part 1, Chapter 5, Subchapter C, Section 5.2.2(h)(5).

If the employee is on hold by multiple hold source agencies, consent must be obtained from each hold source agency before a travel advance may be issued to the employee on hold. The consent is not a blanket consent and must be obtained on a payment-by-payment basis.
