Equal Employment Opportunity (EEO)-4 Report
Overview
The EEO-4 Report presents statistical information about hiring practices for state agencies. Employees at institutions of higher education are not included. The report is mandated by Section 709(c) of Title VII of the Civil Rights Act of 1964, as amended by the Equal Employment Opportunity Act of 1972.
The report is prepared for the Governor’s Office, which submits the report to the federal Equal Employment Opportunity Commission (EEOC). The EEO-4 Report has two parts, the Detail Report and Summary Report. Employees are listed on the EEO-4 Report according to the selection criteria provided by the Governor’s Office.

Report Frequency
The EEO-4 Report is produced only in odd-numbered years. The reporting period is based on the federal year, July 1 through June 30. The preliminary report is usually generated in mid-July to allow agencies time to reconcile and make corrections to data in the Centralized Accounting and Payroll/Personnel System (CAPPS) or the Standardized Payroll/Personnel Reporting System (SPRS). The final report is generated about three to four weeks after the preliminary report. See the calendar in Equal Employment Opportunity (EEO)-4 Report (FPP G.003) for the production schedule.
Who Receives the Report
In addition to the Governor’s Office, each agency receives a copy of its own report data.
What You Should Do With the Report
Review the preliminary report to verify that information reported in each section is correct. Verify the authorized salary amount and EEO job function as well. You typically have two to three weeks to review and correct inaccurate information identified on the preliminary report. If you find discrepancies, reconcile the report and make corrections in CAPPS or SPRS before the final report is generated. Corrections made after the deadline will not be reflected in the final report.
Agencies and institutions must acknowledge receipt of the preliminary report with the Comptroller’s office. A link to the Report Acknowledgment form is included in Equal Employment Opportunity (EEO)-4 Report (FPP G.003). Submit the acknowledgment form for the preliminary report electronically to the Comptroller’s office on or before the established deadline.
Agencies and institutions must also certify the final report with the governor. Agencies should use the EEO-4 Statewide Final Report Certification form to confirm that all data compiled for the federal EEOC is accurate. Agencies must download and complete the form and email it to the Governor’s Office at eeo4reports@gov.texas.gov. The Comptroller’s office does not receive an acknowledgment form for the final report.
Report Description
The EEO-4 Report contains two parts: a Detail Report and a Summary Report.
Information contained in the detail report
- The Detail Report lists employees by EEO job category code. The sort order is specified by the federal EEOC.
Job Category Code Description A Officials/Administrators C Administrative Support M Service/Maintenance P Professionals Q Paraprofessionals R Protective Services S Skilled Craft T Technicians Note: The report excludes EEO job category codes E (elected officials) and O (elected officials’ staff).
- The Detail Report lists a section number to the left of each employee (identified by name and Social Security number). The section number indicates the section of the Summary Report in which the employee is categorized. Employees listed with more than one section number in the Detail Report will be counted in each of the sections listed in the Summary Report. Also, employees who have multiple employments during the reporting period will be reported separately for each new hire. When an employee is dually employed, the employee is reported at each agency, along with the agency number of each employing agency.
- The Detail Report also lists the employee’s race, sex, EEO job function, assigned work hours and authorized annual salary plus longevity, as well as the system the information was reported from.
The EEO-4 Detail Report is divided into three sections. Employees are categorized into the sections based on these criteria:
1. Full-Time Employees
- Employee must be regular full time (CRF, URF or ERF) only.
Code Description CRF Classified Regular Full Time URF Unclassified Regular Full Time ERF Exempt Regular Full Time - Report will include employees who are active and regular full time anytime during the one-month window (June 1-30).
- If an employee’s total work hours in a single agency equal 40, the employee is considered full time and is counted as regular full time.
- The employee is also counted as regular full time if dual employment exists and the jobs total 40 work hours.
2. Other Than Full-Time Employees (Includes Temporary Employees)
- Report will include employees who are active and other than regular full time (ERP, CRP, URP, CTP, UTP, CTF or UTF) anytime during the one-month window (June 1-30).

The employee is also counted as TF if dual employment exists and the jobs total 40 work hours.
3. New Hires During Reporting Year – Permanent Full-Time Only (July 1-June 30)
- Employee must be regular full time.
- Direct transfers and legislative mandates are not included in this section; however, new hires will also appear in Section 1 or Section 2.
- The report period is July 1 through June 30 (one federal year).
Information Contained in the Summary Report
Statewide Summary Report by Agency — This report shows totals in each EEO-4 job category code for each agency by salary for total employees, total males for each race (American Indian or Alaskan Native, Asian, Black, Hispanic, Native Hawaiian or other Pacific Islander, white, or two or more races) and total females for each race (American Indian or Alaskan Native, Asian, Black, Hispanic, Native Hawaiian or other Pacific Islander, white, or two or more races).
Where the Information Comes From
Statistics used to produce the EEO-4 Report are extracted from data that state agencies submit to SPRS.
Centralized Accounting and Payroll/Personnel System (CAPPS) HR/Payroll Hub and Central agencies submit data to SPRS to facilitate statewide reporting requirements. Corrections made in CAPPS are generated and sent to SPRS via an automated batch process when applicable.
