Background
The 86th Legislature made additions and changes to salary administration provisions of the General Appropriations Act (GAA) and Government Code. The Texas Comptroller of Public Accounts has updated policies and procedures addressing these changes in Legislative Changes Affecting Salary Administration, 86th Legislature (FPP F.021).
This document contains detailed definitions and restrictions for the reason codes state agencies use to record and report salary and personnel actions. Agencies use this information to determine the proper method for reporting salary administration information.
Please refer to this document when reporting information to the Standardized Payroll/Personnel Reporting System (SPRS) or entering data in the Uniform Statewide Payroll/Personnel System (USPS) and the Centralized Accounting and Payroll/Personnel System (CAPPS).
