ACR 60028 – TINS System Change

Introduction
Application Change Request (ACR) 60028 modified the Texas Identification Number System (TINS) to change warrant size and appearance effective May 5, 2015.
Issue
The paper stock used to print warrants required upgrades to continue to meet banking industry standards. The smaller size warrants also required the purchase of special envelopes.
In addition, the warrant stub allowed for only:
- 14 spaces for the invoice number
- 30 spaces for the invoice description
Solution
Effective May 5, the warrant size was expanded slightly to 8.5 x 3.5 inches printed on an 8.5 x 11 sheet that includes the stub. Each agency will receive their warrants tri-folded and ready for insertion in #10 window business envelopes. The new warrants also include more security features.
Note: The smaller warrant envelopes may need to be stocked for 30–45 days after May 5 for distribution of released held warrants issued before May 5.
Warrant stub changes
The top two-thirds of the sheet is the warrant stub. The stub has:
- 30 spaces for the invoice number
- 35 spaces for the invoice description

The contact information still includes the name of the paying agency and paying agency’s phone number from the USAS Agency Profile (D02).

Note: The address portion on the back of the warrant stub contains information such as the document number that may be helpful to agencies in distributing warrants. USPS payroll warrants include the employee’s Org Code, and SPRS payroll warrants include the employee’s Payment Sort.

In addition:
- The void date is on the same line as the Void After label instead of on the line below the label.
- At the bottom of the warrant, the Magnetic Ink Character Recognition (MICR) line is centered instead of left justified.
