ACR 60433 – New SPRS Entitlement Codes Related to FFCRA

Introduction

Application Change Request (ACR) 60433 modified the Standardized Payroll/Personnel Reporting System (SPRS) to create three new entitlement codes related to the Families First Coronavirus Response Act (FFCRA) on April 14, 2020, retroactively effective April 1, 2020.

Issue

Congress passed the Families First Coronavirus Response Act (FFCRA) on March 18, 2020, effective April 1, 2020. This law, amended by the Coronavirus Aid, Relief and Economic Security (CARES) Act, requires certain employers to provide employees with paid sick leave and expanded family and medical leave for specified reasons related to COVID-19.

Three new entitlement codes were added to SPRS. These options and the associated entitlement codes will only apply from April 1, 2020, through Dec. 31, 2020.

Solution

This ACR established entitlement codes FFC (FFCRA Paid Sick Care), FFL (FFCRA FMLA Paid Leave) and FFQ (FFCRA Paid Sick Quarantine) effective April 1, 2020. USAS object code 7012 (Emergency Paid Leave Under FFCRA) has been created for these entitlements.

The payroll module was modified to accept the new entitlement codes.
