Questions and Answers

State Property Accounting (SPA) System

If it meets the Works of Art and Historical Treasures Definition, it must be entered in SPA. Assets that meet this definition can use the following guidelines:

  • Collections and exhibits matching the historical treasures definition can be reported under one property number and entered in SPA as one asset.
  • Agencies must have an internal inventory system to track all items included in a collection or exhibit. This is the responsibility of the agency.
  • Agencies must provide internal inventory records and evidence of the assets during an audit.

State Pass-Through Reporting (SPTR)

The SPTR coordinator for fiscal 2025 is Richa Lohani, or you can reach out to your financial reporting analyst.

GASB Statement No. 102, Certain Risk Disclosures

Each agency must make an annual assessment about risks associated with a concentration or constraint and an event that could cause a substantial impact to the agency. The agency then determines if a disclosure is necessary.

GASB Statement No. 101, Compensable Leave

Yes. A new report will be available from CAPPS HR/Payroll that displays sick leave. Collectively, the report will display:

  • Annual leave
  • Compensatory time
  • Overtime
  • Sick leave

Agencies should be able to generate a leave liability report from CAPPS after fiscal year-end. The Comptroller’s office also receives a leave liability report for all agencies using CAPPS HR/Payroll.

Yes. The Comptroller’s office expects this trend to continue. The historical data showed the amount of sick leave earned each year is 10 times the amount of the sick leave used. This means the the employees returning to the office would have to take 10 times more leave than they do right now. There is a very small chance that this will occur.
