Lesson 9: Releasing Warrants on Hold

Held Warrant Release Screens – PYWTHR, PYWTHB

There are two inquiry screens that display released held warrants.

  • The Payee Held Warrants Released (PYWTHR) screen displays only warrants that have been released.
  • The Payee Warrants on Hold and Released (PYWTHB) screen displays both the warrants that are still on hold as displayed on PYWTHD and held warrants released as displayed on PYWTHR.

When a held warrant is released, a three-digit hold release reason code displays on PYWTHR and PYWTHB that defines the reason the warrant was released. For the list of hold release reason codes and descriptions, see Warrant Hold Release Codes new window on TexPayment Resource.

Payee Held Warrants Released (PYWTHR) Screen

PYWTHR displays held warrants that have been released for a single payee.

Accessing PYWTHR

There are two methods of accessing PYWTHR.

Method 1. From the TINS – Inquiry Menu (INQMEN) screen:

  • Enter INQMEN on Line 1 on any TINS screen and select Enter.
  • Enter J (PYWTHR) in the ENTER OPTION field.
  • Enter a 10- or 11-digit TIN.
  • Select Enter.

Method 2. Enter PYWTHR on Line 1 on any TINS screen.

  • Enter a 10- or 11-digit number as follows:
    • PYWTHR.10-digit number (2 + nine-digit SSN/ITIN or 1 + 9-digit EIN)
    • PYWTHR.11-digit TIN
  • Select Enter.

Field Descriptions
PAYEE NUMBER
Displays the 11-digit TIN.
TAXPAYER NUMBER
Displays the Comptroller’s 11-digit taxpayer number. This field is blank if the payee is not a taxpayer.
DIST. TYPE
Displays the payment distribution type.

Distribution Type Description
Return – Hold The payee’s method of payment distribution is by warrant. Due to the payee’s state debt, the warrant is held.
Direct Deposit on Hold The payee’s method of payment distribution is by direct deposit. Due to the payee’s state debt, direct deposit is suspended, and a warrant is issued and held.
HOLD STATUS
Displays ON HOLD if the payee is still on hold. The field is blank if the payee is no longer on hold.
WARRANT NUMBER
Displays the nine-digit warrant number.
WARRANT AMOUNT
Displays the amount of the warrant.
ISSUE DATE
Displays the date the warrant was issued in the MM/DD/YY format.
ISSUE AGENCY
Displays the three-digit agency number of the paying agency.
DOCUMENT NUMBER
Displays the eight-character number of the document the warrant was issued from. The field is blank if the warrant was issued from multiple documents.
APPR FUND
Displays the four-digit appropriated fund number the warrant was issued from.
HLD AGY
Displays the three-digit number of the hold source agency.
REL RSN
Displays the three-digit hold release reason code that identifies the reason for the warrant release.
RELEASE DATE
Displays the date the warrant was released in the MM/DD/YY format.

Payee Warrants on Hold and Released (PYWTHB) Screen

PYWTHB combines warrants on hold displayed on PYWTHD and held warrants released (PYWTHR). An additional search field on PYWTHB that is not available on PYWTHD and PYWTHR is a search by a specific warrant number on hold or released.

Accessing PYWTHB

There are two methods of accessing PYWTHB.

Method 1. From the TINS – Inquiry Menu (INQMEN) screen:

  • Enter INQMEN on Line 1 on any TINS screen and press select Enter.
  • Enter L (PYWTHB) in the ENTER OPTION field.
  • Enter a 10- or 11-digit TIN.
  • Select Enter to display the required TIN field and OPT WARRANT field.
  • Enter the required TIN with or without the optional warrant number and select Enter.

Method 2. Enter PYWTHB on Line 1 on any TINS screen.

  • Enter a 10- or 11-digit number without the optional warrant number as follows:
    • With a 10-digit SSN/ITIN, enter PYWTHB.(2 + nine-digit SSN/ITIN) and select Enter. PYWTHB.2XXXXXXXXX
    • With a 10-digit EIN, enter PYWTHB.(1 + nine-digit EIN) and select Enter. PYWTHB.1XXXXXXXXX
    • With an 11-digit number, enter PYWTHB.(11-digit TIN) and select Enter. PYWTHB.1XXXXXXXXX6
  • Enter a 10- or 11-digit number with the optional warrant number as follows:
    • With a 10-digit SSN/ITIN, enter PYWTHB.(2 + nine-digit SSN/ITIN)(space).(nine-digit warrant number) and select Enter. PWYTHB.2XXXXXXXXX(space).XXXXXXXXX
    • With a 10-digit EIN, enter PYWTHB.(1 + nine-digit EIN)(space).(nine-digit warrant number) and select Enter. PYWTHB.1XXXXXXXXX(space).XXXXXXXXX
    • With an 11-digit number, enter PYWTHB.(11-digit TIN)(space).(nine-digit warrant number) and select Enter. PYWTHB.1XXXXXXXXX6.XXXXXXXXX

PYWTHB sorts warrants between warrants on hold and released held warrants.

If the TIN has … Then …
Only warrants on hold Only held warrants are displayed
Only released held warrants Only released held warrants are displayed
Both warrants on hold and released held warrants, Held warrants are listed first, followed by released held warrants.

Field Descriptions

PYWTHB displays the same fields as PYWTHR with these exceptions.

APPR FUND
Displayed on PYWTHD and PYWTHR screens and is excluded from PYWTHB.
HLD AGY
Displays the three-digit number of the hold source agency.
HOLD/REL RSN
Displays the three-digit hold reason code for warrants still on hold (PYWTHD) and the three-digit release reason code for released held warrants (PYWTHR).
RELEASE DATE
Displays a blank for warrants still on hold (PYWTHD) and the date the warrant was for released held warrants (PYWTHR).
