Lesson 2: Agency Hold Reason Inquiry (RSNINQ) Screen

Using RSNINQ

When an agency is designated as a hold source agency, the Comptroller’s office enters the following information from the Application to Report Indebtedness form (74-188)  new window on the RSNINQ screen:

  • The Comptroller-assigned three-digit hold reason code for each type of debt.
  • A description of the debt.
  • The statutory citation, when applicable.
  • Agency contact information, which may be different for each type of debt if the agency reports multiple debts.

A Comptroller policy requires hold source agencies to review their contact information on RSNINQ semiannually for each assigned hold reason code. If information on RSNINQ needs updates, including the statutory citation, the agency must submit a separate form 74-188 for each hold reason code.

The hold source agency’s contact information is:

  • Printed on the Notice of State Payment(s) Held, described in Lesson 8, which is mailed to the payee when a held warrant is issued. With the agency’s contact information, the payee can call the agency with questions about the hold and can make payments to the hold source agency.
  • Used by the paying agency to refer its payees to the hold source agency for questions about the hold and to coordinate payments to that agency.
  • Used by any agency that may need to become a hold source agency by reviewing the universal hold reason codes that may apply to its state business and/or statutory needs.

Accessing RSNINQ

Any agency staff with the appropriate TINS security can view RSNINQ. There are two methods of accessing RSNINQ.

Method 1. From the TINS – Inquiry Menu (INQMEN):

  • Enter INQMEN on Line 1 on any TINS screen and select Enter.
  • Enter N in the ENTER OPTION field and select Enter.
  • The following optional fields are displayed, which may remain blank:
    • SRC: Enter the hold source agency’s three-digit agency number.
    • RSN: Enter the hold source agency’s assigned three-digit hold reason code.
  • Select Enter.

Method 2. Enter RSNINQ on Line 1 on any TINS screen and select Enter.

  • The ACTION field defaults to R (recall).
  • SOURCE: Enter the three-digit agency number of the hold source agency.
  • REASON: Enter the three-digit hold reason code assigned to the agency.
  • Select Enter.

Field Descriptions
ACTION
Displays R (recall).
SOURCE
Displays the three-digit agency number of the hold source agency.
AGENCY
Displays the name of the agency associated with the SOURCE agency number.
REASON
Displays the three-digit hold reason code.
DESCRIPTION
Displays the description of the hold reason code.
CITE
Displays the statutory citation provided by the hold source agency relevant to the hold reason code.
DIVISION
Displays a specific division within the hold source agency that administers the debts associated with the hold reason.
PO BOX
Displays the post office box number if provided by the hold source agency as its mailing address.
ADDRESS
Displays the mailing address for the hold source agency specific to the hold reason code.
CITY
Displays the city for the mailing address.
STATE
Displays TX for the mailing address.
ZIP CODE
Displays the five-digit ZIP code and ZIP+4 (if provided by the agency) for the mailing address.
CONTACT INFORMATION
Displays as a header for the hold source agency’s contact information specific to the hold reason code.
NAME
Displays the name of the agency contact person.
DIRECT DIAL PHONE#
Displays the phone number of the agency contact person.
FAX#
Displays the fax number of the agency contact person if provided by the agency.
TOLL FREE PHONE#/EXT
Displays the toll-free number of the agency contact person if provided by the agency.
TDD DIRECT PHONE#/EXT
Displays the telecommunications device for the deaf (TDD) phone number of the agency contact person if provided by the agency.
TDD TOLL FREE PHONE#/EXT
Displays the TDD toll-free number of the agency contact person if provided by the agency.
INTERNET ADDRESS
Displays the hold source agency’s internet address if provided by the agency.
COMMENTS
Displays comments entered by Comptroller staff pertinent to the RSNINQ record or an update to the record.
DIRECTION MESSAGE KEYS
Displays PF keys to navigate within an agency’s assigned hold reason codes or universal hold reason codes.

Directional Keys Description
PF8=NEXT/REASON FOR AGY

Allows the user to scroll FORWARD through the hold reason codes if the agency maintains multiple hold reason codes.

If there are no additional hold reason codes for the agency, TINS displays the message NO MORE REASON CODES FOR AGENCY.

PF7=PREV/REASON FOR AGY Allows the user to scroll BACKWARD through the hold reason codes if the agency maintains multiple hold reason codes.
PF10=NEXT/AGY FOR REASON If the hold reason code entered is a universal hold reason code assigned to multiple agencies, PF10 allows the user to scroll FORWARD to view all the agencies assigned to use that hold reason code.
PF9=PREV/AGY FOR REASON Allows the user to scroll BACKWARD through a universal hold reason code.
