General Revenues Definition

GASB 34, paragraph 52, states that all revenues are general revenues unless they are required to be reported as program revenues. In the same paragraph, GASB 34 describes that all taxes (even those that are levied for a specific purpose) are general revenues and all other nontax revenues (that do not meet the criteria to be reported as program revenues) must also be reported as general revenues.
