Each biennium, to help agencies with changes the Texas Legislature made to the state’s Position Classification Plan, the State Classification Office within the State Auditor’s Office partners with the Comptroller’s office to produce a conversion manual. This conversion manual explains the changes and necessary payroll actions agencies must take during the end-of-year conversion process.

To begin fiscal year end processing, the Comptroller’s Office loads positions and employees from the mapping document into the HNNU1 screen (Job Class Table Change) and provides Report 958.

If an agency

does not have changes listed in the mapping document, Report 958 displays No Data Found.
does have changes listed as deletions, title changes or reallocations (to a higher minimum salary group.) Report 958 displays organization code and name, type of job class change, job class number and name, employee number, employee name (if the position is filled) and position, and salary (amount, group/step).

After the HNN load is complete and before fiscal year end processing concludes, an agency that originally received data on Report 958 and still has data requiring review may request Report 958 from the Personnel Management Report Request (HNKPM) screen by entering a value of "Y". In addition, Report 958 may be requested, by entering a value of "R" to display all positions and employees being automatically reallocated to a lower minimum salary group.

Note: Once fiscal year end processing concludes, the information on HNNU1 will remain available until December when the information clears as part of calendar year end processing. The report will then no longer be available and no longer display as an option on the HNKPM screen (Personnel Management Report Request). In addition, Report 958 will not display on HNKPM unless job classifications impacted by the conversion manual requiring agency review are present.

AS OF

Displays the date the report was requested.

ORG CODE AND NAME HNP.ORGCODE, HNO.ORGNAME

Displays the agency organization code and name. If the report auto-generates with the initial load of HNNU1 and displays the message No Data Found, then Org Code and Name do not display.

TYPE HNN.JOBDELIND

Displays the type of change.

D	Delete
R	Reallocation
O	Optional (Title Change)

Note: The report will only display the types (D-Deletes, R-Reallocations, and/or O-Optional/Title Changes) for job classification codes used by the agency.

CURR JOB CLASS HNN.JOBCLASS

Displays the employee’s or position’s current job class (as of 08/31).

NEW JC HNN.NEWCLASS

Displays the new job class for a position and/or employee loaded to HNNU1 as entered by the agency. (Not displayed with initial load). If requested to review positions/employees that are automatically reallocated to a lower minimum salary group, the new job class will display as "XXXX".

NEW FUNC HNN.FUNCLASS

Displays the functional job class associated with the new job class as entered by the agency. (Not displayed with initial load).

SSN HNN.EMPLOYEENO

Displays the employee’s SSN or, if the position is vacant, displays all zeros.

POSITION HNN.POSITION

Displays the position number.

GRP/STP H70.JCPAYGRADE

Displays the salary schedule table and group. When the type of change is D, the table and group displays the table and group from the old fiscal year. For any other type (R or O), the table and group displays for the new fiscal year.

RSN CODE HNN.HRISREASCD

Displays the reason code for the job class being deleted, reallocated or retitled as entered by the agency. (Not displayed with initial load)

CURR JOB CLASS TITLE H70.JCTITLE

Displays the current job class title associated with current job class.

NAME/VACANT HID.RPTNAME

Displays the employee's name or, if the position is not filled, displays Vacant.

SALARY/RATE HNN.SALARY

Displays the current monthly salary or current hourly rate.

B/A HNN.BUDACTUAL

Displays Budgeted for a vacant position or Actual for a filled position.
