The Purpose of HRIS

The Human Resource Information System (HRIS) is the state’s record system and central repository for personnel and payroll information for agencies and institutions of higher education. HRIS supplies state oversight agencies, such as the Governor’s Office, the State Auditor’s Office and the Texas Workforce Commission, with information and statistics for agencies and institutions of higher education. The oversight agencies use this information to determine how human resources are being managed.

HRIS also maintains data on former and current employees and stores historical personnel data for inquiry and analysis. HRIS helps institutions comply with salary administration provisions, fulfill federal and state reporting requirements and analyze the use of their human resources.

HRIS was implemented in April 1989 to automate payroll and personnel reporting for all state agencies and institutions of higher education. Regular and legislative agencies have converted to either the Uniform Statewide Payroll/Personnel System (USPS) or Statewide Payroll/Personnel Reporting System (SPRS), so only higher education institutions continue to report to HRIS. However, HRIS maintains historical personnel data from agencies that have converted to SPRS and USPS.

The Subsystems of HRIS

HRIS is made up of four subsystems:

Personnel Subsystem

The personnel subsystem processes and maintains the personnel data for agencies and institutions of higher education.

Payroll Subsystem

The payroll subsystem is used to process and maintain actual payroll data. Agencies and institutions of higher education are required to report the actual payments, entitlements, and deductions of all employees regardless of fund source.

Statewide Reporting

The statewide reporting subsystem generates statewide reports from information compiled from all three of the Comptroller’s payroll/personnel systems. Each report is described in the Statewide Payroll/Personnel Reports Guide (FPP D.002).
