ACR 60431 – USPS System Changes Related to FFCRA

Introduction
Application Change Request (ACR) 60431 modified the Uniform Statewide Payroll/Personnel System (USPS) on April 7, 2020, retroactively effective April 1, 2020, to allow employees to take paid sick leave and receive paid Family and Medical Leave Act (FMLA) leave in response to federal legislation addressing the coronavirus pandemic.
Issue
Congress passed the Families First Coronavirus Response Act (FFCRA) on March 18, 2020, effective April 1, 2020. This law, amended by the Coronavirus Aid, Relief and Economic Security (CARES) Act, requires certain employers to provide employees with paid sick leave and expanded family and medical leave for specified reasons related to COVID-19.
USPS was updated with a category for Family Medical Leave, two leave types and three special pays for payment of the new leave types. These provisions will only apply from April 1, 2020, through Dec. 31, 2020.
Solution
USPS established the following effective April 1, 2020:
- FMLA reason code 19 – Public Health Emergency.
- Leave types SP (Paid Sick) and PF (Paid FMLA) were created to track leave.
- Special pay codes 31 (SICKQUAR), 35 (SICKCARE) and 79 (PAIDFMLA).
USAS comptroller object 7012 (Emergency Paid Leave Under FFCRA) has been established for these special pays.

USPS payroll has been modified to accept the new FMLA reason code, new leave types and special pay numbers.
