ACR 60350 – USPS Race Codes Change
Effective April 1, 2019
Introduction
ACR 60350 modified race codes in the Uniform Statewide Payroll System (USPS) effective April 1, 2019.
Issue
The U.S. Equal Employment Opportunity Commission revised the statistical categories used in collecting aggregate race/ethnicity data in USPS. In compliance with these new standards, the EEO race codes in USPS have been updated.
Solution
Beginning April 1, 2019, the valid values for Race/Ethnicity in USPS will be:
Race Code | Description |

0 | White |
1 | Black |
2 | Hispanic |
3 | Asian |
4 | American Indian or Alaskan Native (AIOAN) |
5 | Other (Higher Education Agency Use Only) |
6 | Native Hawaiian or Other Pacific Islander (NHOPI) |
7 | Two or more races (MULTI) |
Value 3 is now reserved for employees who identify as Asian. “Pacific Islander” is no longer associated with EEO Race code 3.
Value 6 is now available for employees who identify as Native Hawaiian or Pacific Islander.
Value 7 is now available for employees who identify as two or more races.
Screens affected
- HMFU1 – Establishing Applicant Identification Information
- HMGU2 – Establishing Information for a New Hire
- HIDU1 – Individual Identification Information
- HMPNH – New Hire/Processing a New Hire
Important consideration
It is strongly recommended that agencies reevaluate any employee who was previously identified as Asian/Other Pacific Islander, as these are now two distinct categories. Additionally, because the option to indicate more than one race is now available, agencies may choose to reevaluate their entire population.
