Introduction
ACR 30407 prevents invalid financial institution account type information from being used in the Uniform Statewide Payroll/Personnel System (USPS) effective July 15, 2011.
Issue
The issue arises if checking account instructions for direct deposit are entered into USPS on the H0BUI (Employee Direct Deposit Checking/Savings) screen and the financial institution responds that the account is actually a savings account or vice versa.
The state direct deposit program allows for one checking and one savings account. If there is not a current account of the type set up on H0BUI, then USPS will move the instructions from checking to savings or vice versa without giving an error message. If the instructions cannot move to that type of account because there is one active, then the account remains open and is invalid. Exceptions are noted on Report 990 (NOC Direct Deposit Exception Report) but cannot be corrected by the system or Fiscal Management staff.
Solution
The Notice of Change (NOC) program has been modified so that if the financial institution account type is in error and that account type already exists:
- The frequency of the deduction for the invalid account will be set to zero,
- The Texas Identification Number System (TINS) direct deposit instructions are deleted and
- A TINS maintenance history row is written.
If modifications are made leaving only one account type active, the system will deposit 100 percent of the payroll net to that account.
